Yes, many do as they are completely asymtomatic.  

We are not talking about a dog you love but what is good for the breed.  Are 
Dwarfs good for the breed?  Are any other genetic problem that affects the 
dogs quality of life or ability to function in a maner that the French wrote 
the standard?  We have all followed closely ( as we should) in order to try 
not to change the maginificient dog we inherited from the mountains.
