I think Darrell and Jan answered this quite well.  Here in America, it's not 
always the "best dog" that gets put up.  Sometimes there's favouritism (who 
said that???), judges who are unfamiliar with the breed, or the old situation 
of professional handler vs owner/handler.  I've also known of situations 
where the best of breed was the male, simply because it was a MALE.  

I know one breeder that doesn't show her dogs, but does VERY careful research 
before doing any breeding (since I've known her, she has only had two 
breeding).  Her dogs have wonderful temperment, and sound, confirm to the 
breed standard, but are used in livestock guardian situations.  We have one 
of her pups, and after almost 3 years is just now taking Tanuki into the show 
ring.  Not all dogs are meant to be show dogs, even though they demonstrate 
"champion" qualities.
