I have used Hartz Brite White on my Westies with the same result - itchy
skin and a hot spot.  My vet suggested an oatmeal based shampoo and I got a
spray to treat the hot spot.  I don't have it here right now, so I don't
know the brand name, but it is an astringent.  Seems to be working.
