Something else you may wish to try is a Halti, it fits the dog more like
a horse halter, and you have control of the head.  I understand that it
may upset them a little at first till they get used to it, but after that
I have heard a lot of good things about their response.  Might be worth a
try, supposedly very gentle on them too!  Cyn.
