Shirley, it sounds like a horrendous initiative, largely because so much
of it is so vague and open to the interpretation of the complainer or the
animal control officer. A couple of examples: "maintaining a dog that
barks at joggers, etc?" We live on a one-way street, and our dogs,
believe it or not, are hugely indignant when anyone comes *down* the hill.
They'll ignore the kids on bikes when they go up--the right way--and bark
when they come back down. And when they whiz by on skateboards, the dogs
really get upset--again, because they're going the wrong way!
"Dogs who've shown any propensity to attack other dogs"--is snarling and 
posturing at another dog that's presenting a dominant posture in what your
dog believes to be his territory "propensity to attack?" There is one
individual in our neighborhood who would think so--the byb of rotweilers.
I think this is a dangerously loose regulation; good luck in fighting it.
