[pbmserv] Lingo tournaments

Both Lingo tournaments are now at six signed up.  The key information from
the announcement is repeated below.  We're still looking for players!

Already in: camb, chrys, markball, overby, sharkey, sny

> Tournament Lingo-S will use square tiles, default 50-tile set, pool of 6,
> maximum play of 4, no repeats.

> Tournament Lingo-H will use hexagonal tiles, default 50-tile set, pool of
> 5, maximum play of 3, no repeats.

> Each tournament will be conducted with a preliminary pool of three games
> and either a second pool or knockout final depending on entries.  All who
> win at least two-of-three in the preliminary pool will be in the finals.
