This sounds like a great idea, DragonGoServer is doing the same thing.  
Unfortunately, the most I could contribute would be some ideas so, for 
now, I'll suggest creating a separate list for those who volunteer to 
work on translations.  Prhaps pbmserv-trans@gamerz.net would work.
