[pbmserv] Stymie Tournament

I have been reminded that I have been letting my impossibly delayed project 
at work keep me from something far more important:  The First 
Interplanetary Stymie Tournament.

There will be multiple qualifying rounds, then a semifinal round and a 
final round.  The first qualifying round will use the insanely small size 5 
board.  In subsequent qualifying rounds the boards will get larger.  If you 
lose in one round, you can enter another qualifying round on a larger 
board.  If you aren't good enough for a tournament, you can join anyway, 
and use the games as practice for a later qualifying round.

I am going to have a plastics shop cut some actual Stymie sets.  I don't 
know how many, but at least one will be going to the winner of this tournament.
