I am renju player in group B, my name is Song Xian. I have a game board b0406, my opponent hunu has not made a move for more than 21 days.
I wrote a letter to chief refree Potapov Alexei, and told him about this, and ask him if my apponent hunu had lose his game or not.
Here is what he wrote to me:

In regulations(
http://beerliker.narod.ru/wc2004/RegulEn.htm) about the
championship it is told, that by a rule 21 days the judge does not fix game,
on this game rule fixes Richard Rognlie (the owner of a server) on
Fridays at 12-00 GT.
Regular:
3... The game by a rule 21 days is not fixed by the judge of
tournament, this internal rule of a server and if for technical reasons the game by this rule
does not come to an
end then the game is necessary for continuing.

Thanks for your letter. I have already read the regulations, I have some questions about it.

Does it mean(just suppose) if the 21 days deadline is 1 minute (or 1 hour) after “Friday 12-00 GT”,
then the player can get an extra 6 days and 23hours and 57 minutes (or 6days and 23 hours) to play the move?
In that case, what is the rule of “If a player thinks of a move 21 days or more, he also loses the game.” used for?
If he make that key move just one minute before Friday 12-00 GT, but he already used 21+6 days,23hours and 57 minute,
he doesn’t lose the game either? For the rule said: “the game is necessary for continuing”.
In this case, I don’t think it’s fair for his opponent. It is unfair indeed!
I can understand “on this game rule fixes Richard Rognlie (the owner of a server) on Fridays at 12-00 GT.”,
but the judge or the refree of the group can fix the result by themselves in tables championshi to keep the game fair.
That’s what the judge and refree needed for, otherwise, maybe Richard Rognlie and his server can do anything.

That’s a great job, if you can did it last year to fixed the result in tables championship!
Why not this year? That’s the way to keep the game fair.
Otherwise, maybe the rules can be changed like this:
Just delete this sentence “If a player thinks of a move 21 days or more, he also loses the game.” Because this sentence is useless.
And change to : “If any game has not been moved more than 21 days by Fridays at 12-00 GT, Richard Rognlie (the owner of a server) can fixed,
and the player loses the game.” That’s maybe the precise word to use. Otherwise players misunderstand it easilly.
But if you still use “If a player thinks of a move 21 days or more, he also loses the game.” as a rule,
I can think like this: anyone who does not make a move more than 21 days, he loses the game immediately, he loses just by his deadline, by his time limit, not only by the server. You judges and refrees can fixed it in the tournament table first.
During the time I am writing this letter to you offline, my opponent made a move. But his move is more than 21 days already.
He should have lose this game, has't he?

it's not only depence on the server, but depence on our refrees and judges. We need them to make the play fair.
“If a player thinks of a move 21 days or more, he also loses the game." is the rule, not " Fridays at 12-00 GT"
the latter one is unfair for their opponent!
A rule is a rule, must be abide by ! !
