The rule says "may". The player may make a triple move, or make a double (normal) move, or may even make a single move. If they make a single move, the other player now may make a triple move.

The second sentence refers to the "Chameleon" challenge command.

The help states that the board size has to be within the range 3..12, but
the example game appears to be size 15.  Then again, maybe it's size 8.
Does the size indicate the number of octagons in each row/column?

Yes, size refers to the number of octagons. There are size^2 octagons and (size-1)^2 squares.
