New game - quadhex

A new connection game Quadrant Hex has been added to the server. This is
one of the most elegant and interesting Hex variants to emerge over
recent years.

Quadrant Hex was invented by Steven Meyers and introduced in his October 2001 GAMES magazine article under the name "quadrant Trellis".

PS. The 7x7 subgames on the default 14x14 board may look easy to Hex players... but wait until you start playing it :)
