To win this game you have to distroy every army that is not yours.
You can resign, but that doesnīt mean that you canīt send in moves.

Recently I finished a game of Risque, and one of the the three
players resigned near the end of the game - and was rewarded
the win.  Is that a bug or is there some strange rule about what
the winning criteria are?
