I dunno if you know what you are getting yourself in
for :-).  I notice there's a whole FAQ for protests! 
Am I just too mellow, or are these things pretty
uncommon on this server?

I do recall that at one point there was a bug with the
time-out and the swap command and heard of people
eating up 20.999 days and swapping!

I was also curious if there was ever a problem in
tournament play with people playing against two
opponents and mirroring moves?

PS I would assume that as in MHearts the logical
"game" unit for poker would be a tournament?  How many
hands would that represent?  How many people would be
needed at minimum to make it make sense?
