[pbmserv-dev] Makefile fetch

Is there a reason that Makefile shows up in the fetch list but cannot be 
fetched?  I did a 'fetch *' which got most everything, then realised 
that the Makefile did not come with; I tried fetching it explicitly, but 
the pbmserv denied my request.
