Not true: depends on the game and when you get internet access.
I know strong shogi players with a provisional rating and in
games like Chu Shogi it's pretty hard to get established: I'm
probably the strongest Chu Shogi player here (everyone welcome
to prove me wrong :-) but still my rating is not established
(and won't be for quite some time).
