Nothing. "One level higher" is what the Manitou's Spirit is set at when the
Harrowed is created; it's not a continual thing. Of course, if you want to
be Evil(tm), you could allow the manitou to gain Bounty Points for its
actions that it could eventually use to buy up its own Spirit.

Well, if he raises his Spirit die type, then the number of Dominion Points
increases. Dominion Points are like a figured characteristic of the
character like Wind or Pace. Alter the base stat and the figured stats
change as well.
