No, they aren't legend chips. I didn't make htis up -- if you Google
black-chip posse you'll find plenty of references.

A black chip was thrown in the pot when the posse, through a series
of Bad Ideas, loosed a cloud of mutagenic disease (the frog-pus
virus) into the atmosphere.  A couple of games later, they drew the
chip.
