Hi, I'm new and so is my entire group. As you can
expect with none of us having played before, we've
been running into a couple of questions. 

Chips and buying rewards. Are chips recorded on your
sheet under  "chips and grit" the same as chips in
your hand? Ie can they be used to reduce damage,
reroll dice etc.   Do they count against the 10 chip
limit you can have? If so, is it possible to "bank"
points towards expensive purchases. (otherwise, you'd
need 6 legend chips and 4 blue chips to get your die
type up to d 12!)

Yes they are recorded on the sheet under chips and grit.  And they do
count against the 10 chip limit you have.  You can convert them to
bounty points and "bank" the bounty points.  They way I run it with my
group is at the start of a session they can have 5 chips max (2 in bank,
3 from draw) without extras from edges or traits.  They can then get
more through the adventure, but after the section/act/part of the
adventure is done they have to reduce their number of chips to the above
mentioned levels.  I found this helps them keep the blue's for when they
really need it.

First off, How do armor peircing rounds affect armor
values like -2, or -4 like a tough skinned mutant or
boiled leather pants?

Those AV values are completely negated.  An AP 1 bullet would go through
them with no penalty.  But a bullet without AP would suffer the -2 or -4
penalty from they total damage done.

I know how they go throug positive armor values like
kevlar.
