Only if the vamoosin’ characters are in melee combat.  Besides all vamoosin’ is an opposed roll.  Usually Dodge vs Shootin’, but in Melee it would make sense that if you try to dodge the opponent would still get a chance to hit back.  Most other Role Playing games take that into account.  But it wouldn’t work with ranged attacks because its easier to dodge a bullet at 10 yards than it is a fist at 1 foot.

In Waste Warriors, it mentions that if a character with a gun is in melee combat, they can take a step back to get room to fire the gun. The shooter has to win a contest of fightin' skills. If the shooter loses, he still gets to back up, but the opponent get to inflict melee damage on him as he does.

This might be a good way to handle vamoosin' characters in combat. If they try to run away, they have to makea fightin' roll. If they win, they can run, if they lose they still run, but the person they are fighting hits them for damage as they run away.
