Wouldn't it be better if it were Nyalathotep? (sp?)
The crawling chaos could sow the seeds of insanity to prepare the land for
the Big Guy.
He doesn't so much need a deadland as he needs a "madland".

Say once the reckoners have left the building the stars align and the dead
city rises.
That way Cthulhu can be moving towards the Maze and his croaker minions...

Plus, Rattlers are already Cthonians and wormlings are cthulu spawn.  Not
that big a stretch really.

Then all you need to do is get the great Elder Sign than was buried under
the Agency's Star Chamber to try to put him back to sleep?  (It's not
traditional mythos, but could be a great adventure that leaves a few heroes
rocking back and forth in a corner drooling...  My Hero's not dead, he's
just a couple tacos short of a combo plate now.)
