Wow! Being the son of a heavy contruction equipment parts manager actually
will come in handy!!!
To answer your question, it is possible to get the dried up cement out of
the drum, but with a LOT of hard work.
On the side of the drum, there is an access hatch that will need to be
removed (possible the bolts could still be loosened, but since this is the
Wasted West, most likely the jonker will blowtorch them off). Then, the
cement truck owner/operator can get inside the drum--if the cement blocks
the accessway, then you'll have to break out the hammer & chisel. Finally,
the only way to get this stuff out without ruining the drum is a lot of
sweat & a hammer & chisel. Of course, a junker could probably come up with
a miniature jackhammer just for this occasion, but doing something drastic
(like dynamite) won't work.
Intersting idea I had while writing this; hollow out the drum, leaving a
few inches of cement around the drum wall. Stick a mount on the access
hatchway, & you got instant mobile pillbox.
