[HOE] Background: Law Enforcement

While trying to put together chars for both LC and HOE campaigns, I came
about an idea of using the Background: Soldier into Background: Law
Enforcement.  I was wondering if anyone has done that.  Considering that
SWAT, highway patrol (notice the lowercase), FBI (CBI?), Homocide, and even
meter maids (er parking enforcement) aren't adequately stated (or statted)
enough to get a basic idea.  I figure it would be a 5 point Edge with prof:
law 2 addition plus certain other useful skills like drivin', shootin:
pistol (machine gun) and certain other things.  I can figure that using
Ranger/Agent basic skills would help (also adding to the Background: law
table which probably stem from events).  I was just seeing if anyone had
done such a thing.  It might add a bit to the older and wiser Law Dogs that
probably took up the cause after the Burn or who became Colonial Rangers.
