HI David,

I asume they were taking into acount the fear level of the 
area, and the fear level that a servant of the reckoners 
themselves can have. Not to mention any modifiers that they 
would possess from previous rolls on the table such as "The 
willies" or the Phobia's. So the greater the fear level the 
more likely it could just kill you by lookin at ya. Hope this
