Its add the +4 (+2 to each raise)to your opponents attack TN. say, just
when he's trying to shoot you...you roll your ch'i (after waving your
vamoose card) and for the TN of that move (5)....That man who's shooting at
you now has +4 (+2 with add'l raises) which might have been a 9.... its a
more elusive dodge... at least that is how I read it.
