I believe the radius increases with each success due to the way that
explosives are handled under HOE's rules; remember that the damage from
explosions is reduced every "X" yards in radius (in this case, 10 yards per
increment). So if the Nuke did an increasing amount of damage but without
an increasing amount of blast radius, then the damage wouldn't reduce down
evenly, especially for the higher-end blasts.
