I'd handle it like Dirk said, using the extra load bonus from adding extra
wheels, but I wouldn't allow something to go past eight legs at the most.

I actually wouldn't use Locomotion for this. There's actually a device
almost exactly like the one you propose in the Collegium sourcebook for
original Deadlands. What I'd use to emulate it based on the picture is
Super Strength, Brains, and Agility (possibly Sensor). It's a might
intensive, but I'd say that you'd end up using that many powers even if you
used Locomotion as a base power instead of Super Strength.

Take Agility at the level of the highest of the two stats you need. Then,
lower the stat that you need lowered to the level you need and take a look a
t how MUCH you lowered it. If it was by 50% or more, take it as a major
side-effect (-10% slot cost). If it was less than 50%, take it as a minor
side-effect (-5% slot cost).
