Yes, you do. I'm fairly sure, anyway.
Agility mentions that it works through a combination of tilt-meters, gyros,
tiny servomotors, and assorted balance compensators. Legs are not
mentioned. The only power that mentions legs anywhere is Locomotion. Thus,
I am of the mind that if you need something that has legs, then you have to
use the power that MAKES legs.
The major problem here is that Agility, as a power, is very vague about what
it does. I believe that it doesn't allow you to make a walking device
because that would be creating a redundancy with an already-existing power.
No other power mentions arms, however, so that seems to default to Agility
by itself. Ultimately, to be on the safe side, I'd say that one needs both
powers to make a complete bipedal humanoid robot. I'm not sure I'd like it
if one power alone let you create that.
