Is it unbalanced? Hell if I know. The great thing is, however, as the GM
you can just say no to anyone who wants to do it.
And that stance is pretty much backed by the book. It DOES mention that
some light cans used for urban combat duties got Infiltrator packages so as
not to spook the locals, but most light cans were strictly military use, and
the military didn't really care what its cans looked like. It would be a
possible but uncommon addition to a light can, so you can issue judgement on
the situation based on how you feel about allowing it with little guilt.
Also, remember that cyborgs are supposed to be pretty high-end in terms of
power anyway. Besides, the can COULD be spending that $6,500 on extra
combat gear. The Infiltrator system is very handy to be sure, but so is a
built-in plasma gun that runs off of the can's fetter.
