I think it just SEEMS like it should be an explosion type power. Or it
might just be that too many people have played D&D and the Fireball
reference makes them think of an explosion instead of just a ball
appearing (or expanding out to a set radius). I imagine people just
outside the radius would feel a wave of heat and maybe break out in a
sweat, it just wouldn't be enough to do any damage.
