Well HP are a cross we all have to bear sadly enough.
As for the Junker, they were deliberately made to
resemble the Deadlands d20 MS for two reasons: 1) Ease
of understanding for people coming from Deadlands d20
to HoE d20. You'll notice Sykers and Doomsayers are
awful like Hucksters as well. 2) Space. Having to cram
as much as I could from two books into one meant that
some things had to go. Therefore Junkers were handled
this way.

Well, actually there is another HoE d20 book coming
out. I am working on a HoE d20 worldbook that will
have a bunch more post-apocalyptic crunchy bits in it.
Not sure on size and release date and all those parts
yet (still in planning stage), but it will be as cool
as the first book. And don't forget that Horrors of
the Wasted West is also due out sometime later this
year I think (check with Shane on that).
