[HOE] Question on syker power telekinesis

I noticed that the power telekinesis has a speed of 5
to activate yet it states that the power can be used
to prevent/reduce falling damage....how often does one
fall and have 5 actions before hitting the ground?
something just seems wrong with that. Since I could
not find any info or clarification I thought I would
bring it up here. Any ideas? or am I just interpreting
this wrong somehow.
