I don't remember which book said it, but I do recall that how the manitou 
was influencing Mad Science was by giving them glimpses into the future 
subconsciously.  The Scientist would then use modern science of the time to 
try to create something that hasn't be invented yet.  So by the last war, I 
figure modern tech and Mad Science were pretty close to being the same tech 
level.  Mad Science was still a little more powerful, but normal old fashion 
science was building all that cool Hi-Tech war machines(Hover Tanks, 
Cyborgs, etc).

Like you said, you can't mass produce Mad Science equipment, not to mention 
the reliability
