Okay, here're my thoughts:

White- I'd make it +4
Red- Seems fine.
Blue- Again, I'd make it a +4, equal to the Doomsayers faith in rounds.
Legend- Howabout they can draw a mutation as if they had the Super-Mutant 
edge? Or, first time, they gain the Blessing o' The Atom edge and the Avian 
Phenotype at level one, and each time thereafter can roll can make the 
Spirit roll to determine if they can improve that Blessing Mutation or buy 
another one as if they had got a big dose of radiation?
