As several folks have already chimed in, Doomsayers can't get the necessary
"oomph" to work in WW from the normal background radiation level of the
1800s. Having the Doomsayer lose Strain due to this until death is a little
harsh too. I would like to point out that pitchblend (raw uranium) was
mined during this time to make (of all things) orange glazing for pottery.
So, it is possible your Doomsayer could find SOMETHING radioactive.....

My two cents on this is as follows. I am assuming you have the Hexslinger
in the HOE as being a HoE Vet of the Weird West Edge (ie: lots of extra
goodies, gets totally reamed on the disadvantage charts) if so, the HoE
Hexslinger should already have skills higher than the WW Hexslinger. If
that is so, then whenever the WW 'slinger increases a skill, as long as it
is still lower than the HoE 'slinger, no harm done.

Another thought that pops into my head is Michael Crichton's Timeline. If
you haven't read, I'd advise you to do so. At any rate, what is relavant
here is Crichton's position on time travel is that it isn't time travel;
it's dimension travel. Sure, you're hopping back to the past, but it is not
your own dimension's past, but another dimension's past that looks
incredibly a lot like yours. Since you are not hopping back to your own
past, you can't really screw up your future timeline. I think Devil's Tower
trilogy hinted at this.... (cute note about Timeline that sounds very much
like Mad Science to me; the way how the scientists explain how they can
travel in "time" is that there are infinite variations on our dimensions, &
that in every one of them, a group of scientists are performing the same
"time travel." Now, they know how to 'slice & dice' a person up so that they
can be 'beamed' back to the past, but they're a little fuzzy on how a person
gets reconstructed on the otherside. BUT THAT'S OKAY! because somewhere, in
another dimension, there is a group of scientists that have perfected the
art of reconstruction on the other side, but can't figure out how exactly to
'slice & dice' on their side, so it all balances out.....)
