Good question.

One answer is that all the nifty "Pure Science" gizmos bound to be discovered by 2084 were mostly made useless by the EMP waves of the G-R bombs. Another is the delay in getting "Pure Science" up and running after a 50 year Mad-Science binge. Yet another is that there ARE working gizmos lying around- those not EMPed, destroyed, buried, or concealed can be found in places. There are some HOE canon super-gizmos, Battle Armor (well...maybe not), the Faraway tunnel, and plenty of robots.

But I'd still say the setting is oddly unteched- a Last War date in the 2020's makes a bit more sense, I think. (And even then...)
