Iron Oasis, Waste Warriors and Brainburners are my favorites. I found they had the highest signal-to-noise ratio of any of the HOE books.

Having scrapped much of the HOE canon for a "What Marshal Nick Finds More Realistic and Serious" approach, I don't tend to use anything but the rule books. Waste Warriors has, by far, gotten the most use. Iron Oasis is probably the sourcebook with the lowest amount of things I found silly or pointless and had to delete. Most HOE books I find to be a mixed bag of quality and crap- Shattered Coast, for example, had the good stuff on Lynchburg and Turtle Isle, but it also had Rubber Chicken Men.
The best advice I can give for (any RPG, really), is to approach each supplement as a set of suggestions, to use or not to use as you see fit.
