Personally it depends on a few things.  If you have a Syker in the party(an 
he/she is to cheap to buy the book for you) then you should probably get 
Brainburners.  Shattered Coast was okay but I didn't think it was as good as 
any of the other world books.  Iron Oasis is a better HQ setting and Denver 
and City O sin are great bad guy places.

Waste Warriors is excellent and it updates HOE to rule set 2.0(Making it 
fully compatible with Deadlands 2nd edition)  And its got lots of neat toys.
