I may have been that someone. The program I used is called acm2wav, but it
only works on computer games that use, get this, "acm" files to store the
music.
The bad part is that I personally know of only three games that use this
type of file. The good news is that two of these games are Fallout and
Fallout 2. Converting the music from these games gives you a plethora of
post-apocalyptic sounding music for just about any situation you can come up
with. Real good stuff.
(The third game is Planescape: Torment, I believe, which isn't very
post-apocalyptic but is very good nonetheless.)
