Sure. I'd have no problem ruling that making someone look over their
shoulder is a Bluff roll.

Ouch. But okay. Is someone trying to trick someone into looking over
their shoulders really a test o' wills though? In my mind a test o'
wills is two people who know they're both trying to get the other person
to flinch/duck/run/whatever. They both have their defenses up and are
aware of the other's goal.
In the case of trying to run from a fight it's not the same. It's in the
heat of the moment so the attacked doesn't know that the defender is
getting ready to bolt. So the mental part of the test (bluff,
persuassion,
dodge) should be easier (you don't need to beat your opponent by 5 to
get a succcess, that's a raise). But likewise the consequences of
failure are worse (you lose an action). In a duel a failed "offensive"
test o' wills doesn't do anything bad, the staredown just continues as
normal.
