Certainly.  And yes, the rules are basically the same as in Hexarcana, with
a few additional rules to cover the relationship between martial artists and
sykers (since sykers had their origins in martial artisis to a degree).

Well, Waste Warriors does have all that if that's what you want.  The story
at the beginning is a good one, and it's handy to have for any player that
wants to be a Last War vet.  All the major factions are given some coverage,
including the NA and SA, Britain, China, LatAm, Russia...hell, even CANADA
(hi Ray!).  It explains the events that led up to the start of the war all
the way through the end of it.  Good stuff.

The new rules are good.  You now have rules for covering/suppressing fire as
well as a new background system for veterans to choose from.  And, of
course, the gear.

Lot of evil things?  Two words: land mines.  Fun fun fun.  There's also the
Damocles Project and a few other things that can be used to make a party's
life harder.

But it's not really NECESSARY.  Not like The Junkman Cometh.  TJC first,
Waste Warriors later.
