[HOE] Skill progression

I like the related skill setup in deadlands (-4 to use related skill) but
I don't like that it means you have to buy 5 (6?) different skills to be
able to use any gun without a big penalty (let's face it, even at 5d12, -4
sucks!) So I wanted to come up with a way to reward people from buying
related skills, and this is what I thought would work:

For every skill after the first that you get in a related field your
penalty to use related skills is halved.

I.e. If you have shootin: pistol then any other shootin skill is at -4. If
you then pick up shootin: rifle then every other shootin skill penalty is
halved to -2, then another shootin skill would reduce this to -1, and
finally to -1/2 which rounds down to -0.

I mean, let's face it. If you know how to shoot a rifle you basically know
how to shoot a shotgun (it doesn't go as far and you can't hit the
kinapper without hitting the hostage too), and if you can shoot a
submachinegun you can shoot an assault rifle (basically).

Seem reasonable?

After the shoot out at the OK Corral the Tombstone Epitath had
this to report (I'm not kidding):
"A shoot out at the OK corral has resulted in the death of three
	 men, one probably fatally."
