Depends on what you're trying to do with the chips. If you're spending them 
to make a dominion roll and try to take control, then yes, you can do that.

If you're spending them on aptitude rolls or to cancel damage... that's not 
so clear. Your Marshall will have final say, but I'd say cancelling wounds 
is okay. In fact, if the manitou is devious enough to put your char in 
harm's way so you'll spend chips, then thats fewer chips you'll be spending 
to regain dominion... very devious, I think. Aptitude rolls, I'm not sure, 
I'd probably say no unless there was a really good reason, but that's 
probably more of a case-by-case basis anyway.
