Actually come to think of it Shane did work on Shatterzone by West End 
Games, and that had a card system too.  If I recall you used it for 
initaitive and players could use cards to help themselves.  It been quite a 
while since I played though.  All I remember really well was there were a 
Shit hitting the Fan Card.
