I'd just say to apply discretion about which penalties and bonuses apply.
I see it this way: the Doomie or Syker or whatever forms the blast, then
guides it with his/her Faith, Blastin' or whatever to whichever point the
target is occupying. Range and relative motion are factors, since they'd
require the user to have either tighter control or to maintain control
over a longer distance. Being able to point your finger straight isn't,
becuse it's not using your finger like the barrel of a gun. Cover should
probably count, etc. Honestly, I can't think of many bonuses to shootin'
besides drawing a bead that aren't directly related to which gun you're
firing. Scopes would probably be right out (though I think sykers are
technically allowed to use optics with their powers, as long as they're
not looking at a screen or display).
