[HOE] A question asked before, but need more help please

Can a person get the bonuses for aiming with a power, i.e Atomic Blast can 
you spend three actions pointing your finger at perticular location and get 
the +6 bonuses to hit the target? Just remember playing cowboys and indians 
as a child and using your finger to draw a bead against your foe.
