This isn't necessarily true; Soldier is for characters that spent 10
years or more in the military, and not all sykers or cyborgs were trained
as "normal" soldiers.  Infiltrators and assassins were mainly Agency
operatives.  Remeber that one of the big problems with the Faraway sykers
is that they were trained to go in alone and blast, and never were
supposed to be soldiers at all.
