Also remember: headbanger chips were in production by the military before
Judgment Day.  The Combine is simply continuing production of the headbanger
chips using the preexisting design, which means they're hardened against EMP
simply because the military thought they should be electromagnetically
shielded before anyone even thought of the possibility of a Doomsayer.  It's
simply a practical consideration.
