Level 5 is the max. However, some powers can be purchased multiple
times, like Relic and Supernatural Trait. Trying to max out their stats
should keep any harrowed busy, more than enough time for Stone to track
them down.

I have some Harrowed Hindrances on my site (The Bullet Hole) but I
haven't updated any of those pages in... oh, two years or so. The
harrowed stuff is at the bottom.
