I would say that if the weapon says that it can effect creatures not
normally effected by normal weapons then yes. Otherwise no.

Well these only apply to tech. stuff (things with moving parts, etc.),
right? I would say if the relic was a tech. device (gun, computer, car,
etc.) yes. If it was a sword or shield of something then no.
