No way in Hell would the Combine and the Cult of Doom be friendly. The Combine
is all about absolute supremacy for Throckmorton and his cronies, and is willing
to mow down or enslave anyone who gets in its way; the Cult is all about
absolute supremacy for Silas and mutantkind and is willing to nuke anyone who
gets in its way or who happens to not be a mutant. They're natural enemies.

I can think of several more off the top of my head: the Library, the Convoy, the
Hekants, and Oiltown. The cyborgs of Deus ex Machina generally keep to
themselves, but they might also get involved in a serious war; they've got loads
of firepower and a lot of reasons not to like Throckmorton.

Well, and let's not forget the Reckoners. :)
